Anthropic’s new Claude Code Mods feature adds a control layer between an AI agent and the commands it wants to execute. That matters because the more access agents have—to code, credentials, the internet, and production systems—the more important it becomes to control what they can do. The recent OpenAI–Hugging Face incident showed how quickly an agent can become a security risk when it finds ways around its intended restrictions. Claude Mods are essentially plugins built with function hooks. They can inspect agent activity, block dangerous commands, redact sensitive output, require approval, or create an audit trail before an action continues. The agent can still work autonomously, but it no longer has unlimited authority by default. That is especially valuable for enterprises and developers giving agents access to real systems. Codex has related controls through skills, plugins, and project instructions, but it currently has no comparable publicly documented runtime layer for intercepting arbitrary agent actions. As agents become more powerful, intelligence is only one part of the problem.
