Pane for the per-repo aq prompt queue: pick items, batch them into the prompt box, queue drafts, and let Claude queue follow-ups

Runs each repo's dev servers as named services on fixed ports, with a pane, filtered log reads and start/stop tools for the model

Hands a plans/ .md plan to agy (headless with live progress, or copied for agy -i) or Jules (cloud PR), and starts a plan-diff-review when it's done; the review's findings can go back to agy to fix

Blocks Bash commands that write files (inline scripts, sed -i, redirects, tee) and points the model at Edit/Write instead
